Προς την Γενική συνέλευση της Σχολής Αγρονόμων και Τοπογράφων Μηχανικών,

Προς τον Διευθυντή του Κέντρου Γεωπληροφορικής

Θέμα: Εγκατάσταση ελεύθερου λογισμικού στους Η/Υ του Κέντρου Γεωπληροφορικής το οποίο να περιλαμβάνει (α) ελεύθερο λειτουργικό σύστημα Linux και (β) εφαρμογές ελεύθερου λογισμικού ανοικτού κώδικα (Free/Libre/Open Source Software - FLOSS).

Με την επιστολή αυτή θέλουμε να διατυπώσουμε και τεκμηριώσουμε την αναγκαιότητα εγκατάστασης ελεύθερου λειτουργικού συστήματος Linux στους Η/Υ του Κέντρου Γεωπληροφορικής ως πρόσθετο λειτουργικό παράλληλα με το ήδη εγκατεστημένο εμπορικό λειτουργικό σύστημα.

Αναλυτικά αναφέρουμε:

  • Παρότι όλο το προτεινόμενο από τα μαθήματα της σχολής μας λογισμικό, εμπορικό ή μη, διατίθεται από το κέντρο Γεωπληροφορικής πολλοί σπουδαστές επιλέγουν να εργαστούν στον προσωπικό τους Η/Υ στον χώρο τους. Το γεγονός αυτό λειτουργεί υπέρ της εύρυθμης λειτουργίας της σχολής μας δεδομένου ότι οι υπολογιστές είναι περιορισμένοι ενώ η διαθεσιμότητα του Κέντρου ως ελεύθερο εργαστήριο σε εβδομαδιαία βάση δεν ξεπερνά το 50% των ωρών λειτουργίας του. Ελάχιστοι όμως από τους φοιτητές μας είναι σε θέση να αγοράσουν/χρησιμοποιήσουν νόμιμα τα εμπορικά λογισμικά. Έτσι, αρκετοί φοιτητές θέλοντας να αποφύγουν την παράνομη χρήση λογισμικού στρέφονται με δική τους πρωτοβουλία στη χρήση ελεύθερου λογισμικού. Αυτή η στροφή προς το ελεύθερο λογισμικό κρίνεται επιβεβλημένη και για το Κέντρο Γεωπληροφορικής ώστε να δοθεί η δυνατότητα σε όσους το επιλέγουν να μπορούν να το χρησιμοποιούν ισότιμα με τους υπόλοιπους φοιτητές.
  • Το ελεύθερο λογισμικό πέρα από την μηδενική κοστολόγηση στην προμήθειά του (επιτρέπεται η ελεύθερη εγκατάσταση και εκτέλεσή του) διδάσκει επιπλέον τις αξίες: της ελεύθερης ανταλλαγής και διάδοσης, της ελεύθερης μελέτης ή/και τροποποίησης για κάλυψη ιδιαίτερων αναγκών ακόμα και την ουσιαστική και εκ βάθρων βελτίωσή του και επανακυκλοφορία του με τους ίδιους όρους ελευθερίας. Με άλλα λόγια συμβάλλει τόσο στην χωρίς κωλύματα χρήση του λογισμικού όσο και στην συμμετοχή των χρηστών σε ομάδες ανάπτυξης και βελτίωσης του μέσα στο πλαίσιο της παγκόσμιας κοινότητας ανάπτυξης ελεύθερου λογισμικού.
  • Κύριοι φορείς έκφρασης του ελεύθερου λογισμικού είναι τα απανταχού στον κόσμο εκπαιδευτικά ιδρύματα. Τα περισσότερα και πιο σημαντικά εκπαιδευτικά ιδρύματα διαθέτουν και προτείνουν χρήση ελεύθερου λογισμικού διότι μέσω αυτής ελαχιστοποιείται η αλλοτρίωση των χρηστών από τους αλγόριθμους/τεχνογνωσία του.
  • Περίπου οι μισοί Ευρωπαϊκοί οργανισμοί χρησιμοποιούν λογισμικό ανοιχτού κώδικα (Free/Libre/Open Source Software - FLOSS) ενώ το ένα τρίτο από από αυτούς δεν γνωρίζουν ότι χρησιμοποιούν τέτοιο λογισμικό (το οποίο περιλαμβάνει λειτουργικά συστήματα, βάσεις δεδομένων και web servers). Εδώ θα πρέπει να σημειωθεί ότι και στο Κέντρο Γεωπληροφορικής της ΣΑΤΜ γίνεται χρήση ελεύθερου λογισμικού ανοιχτού κώδικα, κυρίως στους servers της Σχολής.
  • Η Ευρωπαϊκή Ένωση ενθαρρύνει και επιβραβεύει τη χρήση ανοικτών προτύπων επικοινωνίας και λογισμικού ανοικτού κώδικα (βλ. Παράρτημα: Άρθρο USA Today, The impact of FLOSS on innovation and competitiveness of the European Union).
  • Μεγάλοι κυβερνητικοί και επιστημονικοί οργανισμοί όπως η NASA και η ESA χρησιμοποιούν κατά κόρον (αν όχι αποκλειστικά) λογισμικά ανοικτού κώδικα. Εξάλλου η αρχή της κίνησης του λογισμικού ανοιχτού κώδικα έγινε από τον Richard Stallman στο MIT (βλ. Παράρτημα: European Commission - Open Source Observatory). Ο λόγος της ευρείας χρήσης αυτού του τύπου λογισμικού στους χώρους όπου πραγματοποιείται επιστημονική έρευνα είναι κυρίως το γεγονός ότι υπάρχει πληθώρα εργαλείων και μεγάλων βιβλιοθηκών προγραμμάτων τα οποία μπορεί να χρησιμοποιήσει κανείς ως έχουν ή να τα τροποποιήσει έτσι ώστε να ταιριάζουν στην εφαρμογή του χωρίς να ξεκινάει πάντοτε από το μηδέν. Με τον τρόπο αυτό προάγεται και επιταχύνεται η επιστημονική έρευνα σε εξαιρετικά μεγάλο βαθμό.
  • Το Διατμηματικό Εργαστήριο Προσωπικών Υπολογιστών (ΔΕΠΥ),του Κέντρου Ηλεκτρονικών Υπολογιστών του Εθνικού Μετσόβιου Πολυτεχνείου ήδη έχει εγκαταστήσει ελεύθερο λογισμικό ως το κύριο λειτουργικό σύστημα των υπολογιστών, με άλλο εμπορικό λειτουργικό σύστημα να είναι προσπελάσιμο μέσω μηχανής προσομοίωσης (virtualbox).
  • Τα υπολογιστικά κέντρα των δύο κατευθύνσεων του ΔΠΜΣ του ΕΜΠ “Περιβάλλον και Ανάπτυξη” στην Αθήνα (ΣΑΤΜ) και στο Μέτσοβο (ΜΕΚΔΕ) διαθέτουν τόσο εμπορικό όσο και ελεύθερο λειτουργικό σύστημα (linux) εφοδιασμένα και τα δύο με πληθώρα εφαρμογών σχετικών με τα μαθήματα τα οποία πραγματοποιούνται στο μεταπτυχιακό πρόγραμμα.

Ειδικότερα όσον αφορά τη ΣΑΤΜ:

  • Στην παρουσίαση με θέμα: “Αναμόρφωση ΠΠΣ ΣΑΤΜ με την εισαγωγή Πληροφορικής & ΤΠΕ” στην Ημερίδα “Η Πληροφορική στην Εκπαίδευση του Μηχανικού” ο Καθηγητής της ΣΑΤΜ Α.Γεωργόπουλος αναφέρει: “Η ύπαρξη και χρησιμοποίηση βιβλιοθηκών με προγράμματα και υποπρογράμματα θα βοηθήσει σημαντικά στη βελτίωση του υπολογιστικού προγραμματισμού. Να αυξηθεί η χρήση Open Source προγραμμάτων. Τέλος η χρήση της πληροφορικής και της ανάπτυξης αλγορίθμων πρέπει να προωθείται έντονα και στις διπλωματικές εργασίες” (το απόσπασμα αυτό αποτελεί σύσταση του εξωτερικού αξιολογητή του έργου «Αναμόρφωση ΠΠΣ του ΕΜΠ» για τη ΣΑΤΜ στο πλαίσιο του ΕΠΕΑΕΚ-ΙΙ).
  • Στο Εργαστήριο Τηλεπισκόπησης είναι πολλοί οι υπολογιστές οι οποίοι έχουν εγκατεστημένο λειτουργικό σύστημα linux και στους οποίους πραγματοποιούνται επεξεργασίες με ελεύθερο αλλά και εμπορικό λογισμικό. Το συγκεκριμένο Εργαστήριο έχει ήδη ξεκινήσει την διαδικασία επαναδιατύπωσης των ασκήσεων τις οποίες εκτελεί στο κέντρο ώστε αυτές να πραγματοποιούνται και στο λογισμικό GRASS ή όποιο άλλο (εμπορικό ή ελεύθερο) το οποίο αφού κριθεί κατάλληλο θα είναι δυνατό να επιλέγεται από τους φοιτητές. Επιπλέον, τα προγράμματα επεξεργασίας θερμικών απεικονίσεων TABI και υπερφασματικών απεικονίσεων CASI (αερομεταφερόμενων δεκτών τους οποίους το Εργαστήριο Τηλεπισκόπησης απέκτησε πρόσφατα) εκτελούνται μόνο σε λειτουργικό σύστημα linux.
  • Το Εργαστήριο Φωτογραμμετρίας έχει εκδηλώσει και αυτό ενδιαφέρον για το λογισμικό ανοιχτού κώδικα. Μάλιστα το Φεβρουάριο του 2007 τέλειωσε διπλωματική εργασία η οποία ανέπτυξε το πρόγραμμα ορθοφωτογραφίας zpr με OpenCV (GNU-GPL) το οποίο είναι διαθέσιμο σε όλους μέσω του sourceforge.net
  • Μέλη του Εργαστηρίου Ανώτερης Γεωδαισίας πραγματοποιούν πολλές επεξεργασίες και αναπτύσσουν λογισμικό σε περιβάλλον linux.
  • +++ εδώ παρακαλούμε να γίνουν οι δέουσες προσθήκες από όποιο άλλο Εργαστήριο της ΣΑΤΜ ενδιαφέρεται για τη συγκεκριμένη πρωτοβουλία. Φυσικά και οποιεσδήποτε άλλες προσθήκες ή διορθώσεις είναι καλοδεχούμενες +++

Κατόπιν αυτών διατυπώνουμε την άποψη ότι επιβάλλεται να προβούμε σε ευρεία εγκατάσταση λογισμικού ανοικτού κώδικα στο κέντρο γεωπληροφορικής της ΣΑΤΜ η οποία δεν θα εξυπηρετήσει μόνο το Εργαστήριο Τηλεπισκόπησης, μέλη του οποίου κάνουν την πρόταση, αλλά και όλα τα εργαστήρια της Σχολής καθώς υπάρχει μία πληθώρα λογισμικών ανοικτού κώδικα για εφαρμογές: CAD (Qcad, BRLcad, κλπ), ΓΣΠ (GRASS, QGIS, SagaGIS κλπ), GPS (gamit/globk), Τηλεπισκόπηση (GRASS), Φωτογραμμετρία (e-foto), Βάσεις Δεδομένων (MySQL, PostgreSQL με PostGIS), Αριθμητικη Ανάλυση (Octave, Scilab) κλπ. Τα εργαλεία για προγραμματισμό και ανάπτυξη διαδικτυακών εφαρμογών είναι αστείρευτα (Geoserver, Mapserver, Openlayers κλπ.) και δεν είναι τυχαίο ότι η Google και πολλές άλλες σχετικές εταιρείες χρησιμοποιούν κυρίως εργαλεία ανοικτού κώδικα. Επιπρόσθετα, οι εφαρμογές γραφείου (office) και επεξεργασίας σημάτων, ήχου, εικόνων, video κλπ είναι πάρα πολλές και απολύτως επαγγελματικής ποιότητας εφάμιλλες των αντίστοιχων εμπορικών.

Η εγκατάσταση του λογισμικού ανοικτού κώδικα στο Κέντρο Γωπληροφορικής της ΣΑΤΜ θα πρέπει να περιλαμβάνει τόσο λειτουργικό σύστημα (linux) όσο και σχετικά με την εκπαίδευση και τη δουλειά του Τοπογράφου Μηχανικού εργαλεία και προγράμματα. Η εγκατάσταση του λειτουργικού συστήματος θα πρέπει να είναι εγγενής (native με χρήση dual boot) και όχι μέσα σε περιβάλλον προσομοίωσης (virtual machine) καθώς το τελευταίο θέτει περιορισμούς όσον αφορά στην πρόσβαση και την επικοινωνία των προγραμμάτων με το hardware, ενώ στα σχετικά παλαιά μηχανήματα του κέντρου το αποτέλεσμα από άποψη ταχύτητας θα ήταν τουλάχιστον απογοητευτικό.

Από τη μεριά μας, καθώς δεν επιθυμούμε να επιβαρύνουμε τους εργαζόμενους στο κέντρο με την εγκατάσταση τόσο του λειτουργικού συστήματος όσο και των προγραμμάτων είμαστε στη διάθεσή σας για να πραγματοποιήσουμε την εγκατάσταση και να υποστηρίξουμε τη συντήρηση σε αρχικό-πιλοτικό στάδιο. Θα πρέπει να επισημανθεί επιπλέον ότι δεν τίθεται θέμα ασφάλειας του δικτύου καθώς σε έναν υπολογιστή linux δεν απαιτείται χρήση antivirus ή λογισμικού antispam και ο διαχειριστής είναι πάντα σε θέση να περιορίσει οποιαδήποτε κακόβουλη χρήση του λογισμικού.

Νομίζουμε ότι είναι εξαιρετικά σημαντικό για τους φοιτητές του Ε.Μ.Πολυτεχνείου και ιδιαίτερα της σχολής μας να γνωρίσουν τον κόσμο του λογισμικού ανοιχτού κώδικα, να το χρησιμοποιήσουν ελεύθερα και να μην καταφεύγουν στην παράνομη χρήση “σπασμένων” προγραμμάτων του εμπορίου, κίνηση στην οποία τους ωθούμε έμμεσα και εμείς με τα μαθήματα τα οποία πραγματοποιούμε με χρήση κλειστών εμπορικών λογισμικών. Επιπροσθέτως, η χρήση ελεύθερου λογισμικού έχουμε την πεποίθηση ότι θα ωθήσει αρκετούς φοιτητές να αναπτύξουν ένα αλγοριθμικό τρόπο σκέψης και από απλοί χρήστες κλειστών προγραμμάτων να μεταπηδήσουν στον προγραμματισμό αλγορίθμων για την επίλυση ειδικών προβλημάτων σε επίπεδο απλής άσκησης, διπλωματικής εργασίας ή/και διδακτορικής διατριβής, αναπτύσσοντας γνώση και τεχνολογία για να μπορούν και αυτοί και η χώρα να αντιμετωπίζουν καινοτομικά και συναγωνιστικά τις τεχνολογικές εξελίξεις και προκλήσεις στο επιστημονικό πεδίο του ΑΤΜ.

BRUSSELS — The EU's top antitrust official called Tuesday on member governments to use open-source software, an apparent jab at Microsoft Corp.'s proprietary technology.

“No citizen or company should be forced or encouraged to choose a closed technology over an open one, through a government having made that choice first,” European Competition Commissioner Neelie Kroes said at a conference organized by OpenForum Europe, a nonprofit group that advocates open standards.

Choosing technology formats that can be used by different vendors — often without paying a fee — is “a very smart business decision,” Kroes said.

She said the European Commission would do its part when it picks software standards for its own use, saying “it must not rely on one vendor, it must not accept closed standards and it must refuse to become locked into a particular technology.”

Her comments appeared to target Microsoft — currently under EU investigation for a second time for possible antitrust violations. The company shunned an existing open format for archiving word processing documents backed by IBM and open source developers in favor of its own open version, Office Open XML, or OOXML.

Despite a chorus of complaints, OOXML was approved in April as an international standard. That paved the way for OOXML to be picked up by the IT departments of governments and large corporations — although the approval is on hold while protests are resolved.

Critics of OOXML claim it locks out competitors, giving Microsoft customers no choice but to keep buying Microsoft programs forever.

“We need to be aware of the long-term costs of lock-in: you are often locked-in to subsequent generations of that technology,” she said. “There can also be spillover effects where you get locked in to other products and services provided by that vendor.”

Kroes said an industry should not rush to set standards that all rivals needed to follow. And companies that hold key patents should be clear about the royalties they would charge if their patent becomes part of a standard, she said.

Open Source key for ICT Competitiveness: European Commission

The European Commission has released a study of the economic impact of Free/Libre or Open Source Software (FLOSS) on the European ICT sector. It was prepared by a consortium of research institutions led by UNU-MERIT's Rishab Aiyer Ghosh.

Looking at the impact of FLOSS on European competitiveness in ICTs, the study finds that such software is of great importance to the digital industry in Europe and several other parts of the world. It has already reached considerable market share in several fields, including web servers and operating systems. A large share of public and private sector organizations use at least some FLOSS.

Findings include:

  • FLOSS applications are top rung products in terms of market share in several markets.
  • The existing base of quality FLOSS applications with reasonable quality control and distribution would cost firms almost Euro 12 billion to reproduce internally. This code base has been doubling every 18-24 months over the past eight years.
  • The notional value of Europe’s investment in FLOSS software today is Euro 22 billion (36 billion in the US) representing 20.5% of total software investment (20% in the US)
  • While the US has an edge in large FLOSS-related businesses, Europe is the leading region in terms of globally active FLOSS software developers, and leads in terms of global project leaders, followed closely by North America. Asia and Latin America face disadvantages at least partly due to language barriers, but may have an increasing share of developers active in local communities.
  • By providing a skills development environment valued by employers and retaining a greater share of value addition locally, FLOSS can encourage the creation of SMEs and jobs.
  • Defined broadly, FLOSS-related services could reach a 32% share of all IT services by 2010, and the FLOSS-related share of the economy could reach 4% of European GDP by 2010.
  • Though FLOSS provides ample opportunities for Europe, it is threatened by increasing moves in some policy circles to support regulation that seeks to protect old business models of creative industries, making it harder to develop new ways of doing business.

The study, which also provides policy recommendations, was commissioned by the European Commission's Directorate General for Enterprise and Industry.

Basic principles of FLOSS

Free/Libre/Open Source Software (FLOSS) relies on four basic freedoms:

  • The freedom to run the program
  • The freedom to study the program, and to adapt it to your needs. Access to the source code is a precondition for this.
  • The freedom to redistribute the program, so you can help others
  • The freedom to release improvements, so everyone benefits. Again, access to the source code is a precondition for this.

Software which is published under a licence which gives these four basic freedoms to anyone (or released into the public domain), without restrictions or limitations, is variously called Free Software, Libre Software or Open Source Software.

Software which does not provide the user with these four freedoms is called proprietary software.

It should be noted that it is not the price which sets FLOSS apart from proprietary software. Some proprietary software is distributed gratis; this is called “freeware” or “shareware”. But this kind of software does not give the four freedoms described above. On the other hand, FLOSS is not without costs. The software itself may be available at zero price, but the distributor may charge for various services, such as packaging the software, making it available, providing documentation and maintenance, or adapting it to a client's needs.

Basic history of FLOSS

In the early days of computing, all software was delivered together with its sources, which the user was free to modify. This was simply because software was not considered a market. Software usually came with the hardware, as part of the usage instructions. Throughout the 1960s and 1970s, users routinely improved and shared software. Universities freely distributed the software developed there.

After IBM separated its soft- and hardware businesses under pressure from US competition authorities, software came to be seen as a market in itself. The founding of Microsoft in 1975 marked the beginning of the rise of proprietary, packaged software, which users could not change, adapt or build upon. However, most software was (and still is) made to measure for each client, a fact which does not always enter into discussions of the software market (see e.g. the FLOSSImpact study). But even this software was increasingly developed in a proprietary fashion.

Richard Stallman, a programmer at the MIT's Artificial Intelligence laboratory, became increasingly worried by this trend. Looking for a way to avoid proprietary operating systems, he started the GNU project (GNU stands for “GNU's not Unix) in 1984, in a bid to create a free Unix-like operating system. Adding a political component, the next year he launched the Free Software Foundation (FSF) as an organisation dedicated to “promoting computer users' rights to use, study, copy, modify, and redistribute modified computer programs.”

A core element of the free software universe was the GNU General Public License (GPL). It gives users the right to use, modify and redistribute software licensed under it, only demanding that they again use the GPL to distribute modified versions. This reciprocal mechanism gave rise to a fast-growing pool of free software.

Though the development of the GNU operating system made progress, it did not truly take off until it was combined with the Linux kernel from the early 1990s on. The resulting GNU/Linux operating system today is one of the best-known examples of Free/Libre/Open Source Software.

While Richard Stallman has always insisted on the term “free software”, others were of the view that this implied an anti-commercial standpoint. In 1998, Eric Raymond and Bruce Perens formed the Open Source Initiative, aiming to increase business support for this type of software. The debate about the correct name for the phenomenon is still ongoing. As a compromise, the acronym FLOSS (for Free/Libre/Open Source Software) has been suggested.

Regardless of these complications, FLOSS since the mid-1990s has gone from being a fringe phenomenon to a powerful mainstream idea. Both enterprises and public bodies increasingly realise the benefits that FLOSS holds for them. New applications can be built on top of existing ones, without the need to start from zero. Software can be re-used and adapted for each user's purposes; this means that public bodies can spend the taxpayer's money more economically. The availability of source code (and the right to modify it) lets users check whether a piece of software meets their requirements in terms of security and privacy.

The current state of FLOSS

In the course of the past decade, FLOSS has become increasingly popular. FLOSS applications are first, second or third-rung products in terms of market share in several markets, including web servers, server operating systems, desktop operating systems, web browsers, databases, e-mail and other ICT infrastructure systems. FLOSS market share higher in Europe than in the US for operating systems and PCs, followed by Asia. These market shares have seen considerable growth in the past five years. Examples of popular FLOSS applications include:

At the same time, the concept of collaborative creativity is gaining in popularity both among individuals and institutions.

IDABC's attitude towards Free/Libre/Open Source Software (FLOSS)

The primary objective of IDABC's activities in this area is to promote the uptake of Open Source Software in public administrations. IDABC's activities in the field of OSS aim to:

  • Encourage Europe's public administrations to consider and assess the most advantageous IT solutions for their particular needs;
  • Reduce the costly replication of public sector software that already exists in similar form elsewhere in order to lower the cost of eGovernment solutions, and help to spread good practice throughout public administrations;
  • Ensure that the market for IT solutions remains competitive;
  • Reduce IDABC's own costs for application development and maintenance;
  • Help to ensure that Open Source Software solutions can compete on a level playing field with proprietary solutions.
